If your household is eligible, Minnesota Power’s On Track Program offers a monthly discount on your electric bill and will apply a 100% match toward your past due balance if you make regular payments under a payment arrangement.

A New Way to Catch Up

The On Track Program helps eligible residential customers with past‑due balances get back on track. There are no income requirements to qualify. We understand that catching up after a balance grows can be hard. The On Track Program is designed to help you move forward with a clear plan and manageable payments.

How the Program Works

If you join On Track:

  • Your past-due balance is placed into a monthly payment agreement called a payment arrangement for up to 24 months, based on your past-due balance at the time of enrollment.
  • You make a set payment each month toward that balance.
  • Minnesota Power will match each payment you make toward your payment arrangement. If you make all of your payments on time and you receive the match, your past-due balance will be caught up in half the time.
  • You also receive a $20 bill credit each month you are in the program.
  • You must stay current on both your regular monthly bill and your payment arrangement to stay on the program.
  • Space in the program is limited and enrollment is first-come, first-served.
  • The amount of time you receive matching payments and the $20 bill credit depends on the amount of your past-due balance when you enroll. The following table shows the On Track support by past-due balance.

What You Receive While in the Program

When you pay your full monthly Minnesota Power bill on time, including your payment arrangement amount:

  • Minnesota Power matches your payment on your payment arrangement.
  • You receive a $20 bill credit.
  • Payment matching and bill credits last for up to half the original length of your payment arrangement. As an example, if your payment arrangement for your past-due balance is set for twelve months and you make all your payments on time and receive the match, your past-due balance could be caught up in six months.

Program Rules & Requirements

  • On Track is available for your primary residence if there is a past-due balance of 30 days or more.
  • You cannot be enrolled in the Affordability Discount (percent of bill discount) under Minnesota Power's CARE Program.
  • This program does not erase your past-due balance. You must still pay part of your past-due balance. Minnesota Power helps by matching your payments.
  • Your monthly bill has two parts: your regular monthly electric charges and a monthly payment arrangement amount. Both must be paid each month.
  • You must stay current to remain enrolled. If you miss two payments in a row, you will be removed from the program and will no longer qualify for payment matching, past-due payment protection, or monthly bill credits. Benefits already applied to your bill will not be removed.
  • Paying only one part is not enough. You must pay both your current bill and your monthly payment arrangement amount.
  • You may enroll only once per program year. The On Track program year is from July through June annually, while funding lasts.
  • If you have been removed from the On Track program in the existing program year, you do not qualify.

  1. Check your bill each month to stay up to date on your arrangement.
  2. Check out MyAccount, our online portal where you can view, pay and manage your bill online. MyAccount also offers alerts that can help you stay up to date as your bills become available or are due.
  3. Though there is no requirement to reduce your usage to stay in the program, finding ways to reduce your bill each month can make it easier to stay up to date with your bill.
    1. The Time of Day billing option could help reduce your bill by making changes to not only how much energy you use, but when you use energy in your home.
    2. You may also benefit from a Home Health Check offered by our Programs and Services team. This service can help you identify inefficiencies in your home. You may also benefit from installing a wall outlet power meter to help identify appliances that are drawing excessive amounts of energy, such as: Space Heaters and Electric Fireplaces.
    3. Minnesota Power also offers a variety of Rebates and Services to help with updating your home with energy efficient appliances.

You may opt out of On Track online at any time. You may also call or email us to make that request.

The On Track Program is available to residential customers with past-due balances at the time of enrollment. Letters were sent to customers with a past-due balance at that time. If you paid your balance, we thank you for your payment. Those who do not have a past-due balance at the time of enrollment are not eligible for On Track. If your circumstances change, you may apply, while program funding lasts.
